This article presents excerpts from a research developed in the Professional Master’s Degree in the line of teacher training, carried out in the years 2021 and 2022, which had as its object of study the tools used by literacy teachers, from the Public Teaching Network, in a city of Minas Gerais to teach their students with no access to internet during the Emergency Regime of Non-Presential School Activities, during the COVID-19 Pandemic. This article aims to problematize whether the tools used, such as printed material, were mostly effective in the task of teaching/alphabetizing these children, in addition to presenting the teachers with possibilities and technological alternatives, via media-education, with the aim of contributing to minimize possible difficulties; also, it aims to help in the development of critical, creative and instrumental pedagogical practices, using Information and Communication Technologies (ICTs) that ate independent of internet access. An applied research was produced through field work, in a qualitative and quantitative approach, in which data collection, analysis and discussion were carried out, resulting in the production of the Instructional Guide “Exploring Technologies in the Absence of Internet” to assist the teachers in the task of bringing learning to students. It was concluded that the continuing education of teachers on the use of technologies for students without internet access via media-education contributed to making learning (literacy) happen in a more effective and inclusive way, guaranteeing the Right to Learn.
