Rides – por que criá-las?

The paper discusses the efficacy of the management model adopted for the Integrated Regions of Development - RIDEs, created by a complementary law: RIDE Federal District and surrounding areas and RIDE Pole Petrolina - Juazeiro. These regions are made up of municipalities located in more than one state. They were created because they represent priority areas for the articulation of the actions of the Union in the same social and geo-economic complex, in accordance with Article 43 of the Constitution. The study evidences that the institutional arrangement and the management model have not been effective in promoting development and reducing inequalities, and, in this sense, indicates new paths for the shared management and for the rethinking the role of the Union in the federative coordination of these spaces.
