THE UNEQUAL STATE AND MUNICIPAL FUNDING OF PUBLIC SPORTS AND LEISURE POLICIES BY THE DIFFERENT BRAZILIAN REGIONS
Abstract
The object of the investigation was to analyze the financing of public policies for sport and leisure in the States and Municipalities of different Brazilian geographic regions, covering the period from 2013 to 2018. The research is characterized as descriptive-exploratory, being quantitative and qualitative, it was developed from data on the state/district and municipal budget of the Sport and Leisure Function (SLF) and the data analysis was performed using the magnitude of expenditure indicator. It was identified that the financing of sport and leisure happens, mainly, by the Municipalities and then the States/Federal District and that during the analyzed period there was an important variation of the resources, with a tendency of decrease, mainly of the States, from 2015, fruit the end of the Football World Cup 2014. The vast majority of Municipalities spent on sports and leisure, however the adherence to spending on SLF and the volume of spending in the most economically developed regions is greater than that of the least developed. The data reveal a convergence between the economic development of the different Brazilian regions and the financing of sports and leisure, reverberating in the uneven financing of this area by the regions.
