CIDADE, EXCLUSÃO SOCIOESPACIAL E POLÍTICAS PÚBLICAS: A COPA DO MUNDO NO BRASIL

Resumo

RESUMO: O artigo apresenta os aspectos políticos e jurídicos ligados à realização da Copa do Mundo de 2014 no Brasil, demonstrando como as “legislações de exceção” criadas para atender às exigências da Fédération Internationalede Football Association (FIFA) ferem princípios dos mais essenciais para a nova ordem jurídico-urbanística que vige no país desde a Constituição Federal de 1988. Será verificado que a chegada de um megaevento no território urbano intensifica a segregação socioespacial e a espoliação urbana por parte de grupos privados, grupos estes que subvertem a noção de cidade como espaço de realização coletiva, transformando as políticas públicas urbanas em instrumentos de reafirmação e reprodução de desigualdades e privilégios.

ABSTRACT: This article presents the political and legal aspects related to the execution of the World Cup 2014 in Brazil, demonstrating how the “laws of exception” created to meet FIFA requirements hurt the most essential principles for the new legal-urban order that prevails in the country since the Constitution of 1988. Check will be the arrival of a mega event in the urban territory intensifies the socio-spatial segregation and urban spoliation by private groups; these groups subvert the notion of the city as a space for collective achievement, transforming the urban public policy to instruments of reaffirmation and reproduction of inequality and privilege.
