O FUNDO PARTIDÁRIO COMO OBSTÁCULO ÀS MUDANÇAS POLÍTICAS

Resumo

RESUMO: O artigo trata do Fundo Partidário e de comoocorreram os repasses financeiros feitos por ele aos partidosno período de 1994 até 2012. A partir dos dados foiconstatado que nos últimos 18 anos os cinco partidos quemais receberam os repasses concentraram anualmente, nomínimo, metade do valor que o Fundo dispunha, e, alémdisso, que esses cinco partidos são praticamente os mesmos desde 1995. A partir dos dados quantitativos e qualitativospercebe-se que o próprio Fundo, em função da forma comodireciona os repasses, promove a manutenção do status quoao favorecer partidos já estabelecidos em detrimentos denovos e pequenos partidos. Por fim, de maneira nenhumadefinitiva, o artigo sugere possibilidades de mudanças paraque o apoio do Fundo seja mais igualitário entre os partidosde forma a melhor possibilitar o necessário pluralismo político,logo, as chances de mudanças políticas.

ABSTRACT: This article treats about the Party Fund and howthe financial transfers occurred to the parties between 1994 and 2012. From the data it was noted that in the last 18 yearsthe five parties that most received the financial transfers concentrated annually, at least, half of the total value disposed by the Fund, and besides that, those five partiesare almost the same since 1995. From the quantitative andthe qualitative data was understood that the Fund itself,because of the manner he directs the financial transfers,promotes the maintenance of the status quo favoring theparties that already are established over the new and smallparties. At last, not in a definitive way, this article suggestpossibilities of changing to the support of the Fund to bemore egalitarian between the others parties in a way thatenables the necessary political pluralism, therefore, thechances of political changes.
