The built complex selected for the implementation of the Programa Monumenta Laranjeiras was defined by the Unidade Executora de Projeto (UEP), by the IPHAN and the group of professors and students of the Architecture and Urbanism Course of Universidade Tiradentes, which developed the intervention projects.It was decided to concentrate efforts on Samuel de Oliveira Square – where a group of ruined buildings stood on the edge of the Cotinguiba River. The Quarteirão dos Trapiches should host a university degree course aiming at the creation of a new urban dynamics that, together with the conservation and re-adaptation of the built heritage, sought to guarantee the preservation and revitalization of the city's historical and cultural heritage, as well as the full utilization of this heritage in a sustainable manner. Three years later, in August 2006, a cooperation protocol was signed between the Union, the State of Sergipe, the Municipality of Laranjeiras and the Universidade Federal de Sergipe, for the implementation of the "Campus das Artes" in the Quarteirão dos Trapiches complex which would serve to house courses in Architecture, Archeology, Museology, Dance and Theater (contrary to the initial proposal based on the implementation of a single licentiate course). For more than two years (as of March 2007), while the restoration and revitalization works of the Trapiches Quarter were carried out, the courses functioned provisionally in the facilities of the Center for Integral Attention to the Child (CAIC), receiving its new space only In July 2009. It is possible to see that since then, the social impacts of the insertion of the university complex in the city have created many problems – based, in the beginning, on the difficult relationship between the local community and the new actors (employees, teachers and students) who started attending daily the traditional urban nucleus. In fact, serious conflicts caused the relocation of classes from the night courses of Theater and Dance to the Campus of São Cristóvão, near Aracaju. The objective of this work is – through the analysis of the process of project design, its implementation, the implementation of the campus and its later occupation – to formulate hypotheses and seek possible explanations about the apparent collapse of the proposal of the Programa Monumenta in Laranjeiras.
