Abstract

The evolution of information and communication technology has enabled the insertion of content on the computer network. However, it has created divergence between the author's right and access to information. International treaties and agreements attempt to minimize this discrepancy, but the dynamic of the agents on the appropriation of the content is complex and that national institutions can not address the entire object.
