Technological and scientific development policy: what is the reality in the State of Minas Gerais

Abstract

It is argued that scientific and technological activities should be developed and consolidated according to policies that allow freedom for the researchers to express their creativity but also that impose consideration of needs and demands of the society when priorities are defined. Using the functionalist paradigm and applying the system analysis methodology, the article describes the scientific and technological system of Minas Gerais, emphasizing the importance of three subsystems: the one related to knowledge creation, the governmental subsystem and, finally, the productive sector of the economy. Each of these is examined through their most important specific elements, functions and interactions. Briefly, the article presents the position of Minas Gerais in the national scenario as far as science and technology is concerned and introduces the main malfunctions that have been hindering the state to reach a higher level among the scientific and technological regional leaders in Brazil.
