People in street situation and the pandemic factor: a reality marked by exception and improvement

Abstract

This article discusses, from an interdisciplinary perspective, how it is possible, in a Democratic State of Rights, to have life forms exposed to the most diverse possibilities of violations of fundamental rights and guarantees, such as those of the homeless in Brazil. The objective of this article is to show how the problem of homeless people in the country started and how the Brazilian State sees the issue, and from that to reflect on how the context of the pandemic provides the ideal scenario for the implementation of political measures that do not aim at the true protection of this class of people, but rather at accelerating the process of succumbing to these beings. In this work, the hypothesis that the homeless people, from the point of view of the State, because they do not inhabit the political, economic and social context effectively, will not be treated as beings subject to rights in public order, which legitimizes decision-making that is, in part, harmful to this class and covered by a fallacious veil of care with this population contingent. To support and develop this article, a methodology for analyzing the situation over time combined with bibliographic research.
