Innovation and Quality Policies in (Distance) Higher Education in Portugal

In this article, the authors reflect on the evolutionary direction of innovation and quality policies in Portuguese institutions and higher education and science system, from the perspective of the governance model. The authors hypothesize that higher education and science systems have become very complex in recent decades in the more developed countries, through political and legislative changes and alterations in the relations between agents, which implies both the definition of new objectives and the adoption of new approaches and practices by institutions. Starting from the analysis of the principles of reform of higher education and science systems in Europe in the period after May 1968, the authors analyse the Portuguese case and the role of the actors in the respective system, of which distance education is a part. They also analyse the policies in the area and their instruments in the perspective of the dynamics of the agents. Lastly, they clarify the conditions for effective cooperation between the agents of the system related to distance learning, as a prerequisite for the effective and convergent policies of innovation and quality.
