RESTORATIVE MODERNIZATION AND TRANSFORMISM IN PERNAMBUCO HIGH SCHOOL POLICY
STRATEGIES FOR PASSIVATION OF BUSINESS HEGEMONY

The text examines the political-ideological dynamics and the business hegemony content
in high school policy in Pernambuco. The analysis focuses on the intellectual politics organizers, the
private apparatus of hegemony, as political-ideological orientations and the behavior of the
representatives of the subalterns in front of Procentro and, later, the Integral Education Program. For
that, official documents and institutions were analyzed in the light of Gramscian categories, highlighting
the passive revolution and transformism. It is concluded that business hegemony in politics expresses a
movement of modernization-restoration of managerial rationality, reviewing ideological aspects
secondary to business hegemony to incorporate, residually, the demands of subalterns. This results in a
project, in terms of appearance, more “social” and “inclusive” of management, which, in turn, leads to
phenomena of transformism as expressions of the passiveness of positions to the managerial model. It
is also noteworthy that the modernization-restorative movement analyzed in Pernambuco is part of a
historical bloc led by progressive sectors of politics and civil society that characterizes a passive Brazilianstyle revolution and its social-liberalism (CASTELO, 2011).
