It is argued that the process of privatization of education in Latin American countries. It stands out fact that the discourse of this international organization - of the necessary investment in education as a control form and decrease of the poverty - appears to be contradictory with its policy recommendations, because its propositions determine the reduction of the state capacity for intervening in the financing social policy and they provoke, in practice, the increase of the social exclusion.
