Abstract

This article begins with the Federal Constitution of 1988, as well as the current legislation, to check how the right to sport and leisure are supported by the government's agenda, through allocation of budgetary resources from 2004 to 2011. Then, this article compares the amounts contributed on the social content of the sporting phenomenon and leisure, with the total budget of the national sports policy, seeking to verify their materialization and contradictions. In the context of sports policies, our research has identified the limits to consolidate the sport and leisure as a social right, presenting at the end of this study, some perspectives to overcome.
