Abstract

The aim of this study was to correlate health policies with the path taken by the nursing profession as a professional and social practice. Based on a review of Brazilian Nursing Conference programs and proceedings between 1947 and 2000, we tracked all the major themes and sub-themes, using subject-related keywords. Our results showed that for a significant time period, nurses efficiently and effectively reproduced government policies. Certain elements appear to shape participation of the nursing profession in the construction of health policies, among which are the gender division of work and the technical training of nurses. We conclude that notwithstanding the development of Brazilian Nursing, there is an urgent need to rethink the scientific and political neutrality that has characterized the participation of nurses in the construction of health policies.
