The French water agencies are the central theme of this paper that reports the diffi culties and resistance against their institutionalization in the French political structure. In discussing the controversy of charging for water use, the article highlights issues related to social acceptability and equity, besides the economic and environmental costs. The article especially examines the policy of costs, water and environmental sanitation services taxes, drawing a parallel between the public service and the common good.Downloads
