Abstract

The background of creation and implementation of the newly created Baixo Paraíba do Sul Watershed Committee (CBH-BPS, 2009) is presented and analyzed. The historic occupation marked by sugarcane monopoly and large environmental changes related to the dynamics of water, besides the political and economic hegemony of a small group of landowners who spoke on behalf of the region were factors presenting obstacles to the creation of CBH-BPS. In spite of all the difficulties related to the implementation and operation of this system of water resources management, the Committee has proven to be an institution that tends to be effective and enduring.
