Articulation between the state and international organizations through public policies in Brazil

Abstract

This article aims to analyze, within the context of governance in rural development, the articulation process between the State and international organizations, taking the implementation of public policies in Brazil as a reference. It focuses on the conception and consolidation of human rights, shaped by the post–World War II context, and highlights the rise of a multipolar structure. With the creation of the UN, international bodies and institutions emerged to integrate, for the most part, the interests and priorities of nation-states. However, it is understood that despite the international organizational framework, Brazil has faced challenges in guaranteeing and enforcing human rights, a reflection of the lack of budgetary continuity and institutional stability. Given this scenario, and based on a qualitative and bibliographic approach, the study highlights public policies focused on rural development in Brazil, using the lenses of food security, poverty eradication, and sustainable development. It also addresses the partnerships established between the state and international organizations for sustainable rural development, family farming, and the democratization of development. Nevertheless, it is important to note that budget cuts, political disputes, and lack of prioritization undermine the effectiveness of social programs, demonstrating that state action must be linked to a true commitment to human rights. Lastly, the article does not focus on the evaluation process of public policies, but rather on international cooperation between the state and international institutions as a mechanism for implementing programs aimed at rural development, grounded in the global commitment to social justice, equity, and human dignity.
