YOUTH AND ADULTS’ EDUCATION (EJA) FINANCING IN FUNDEB: THE POLICY THAT REINFORCED THE DENIAL OF RIGHT

The study aims to analyze the financing of EJA (Youth and Adult Education), problematizing the limits of the funding matrix of Fundeb. It sought to answer the following question: what justifies the existence of values per Fundeb student for EJA lower than the minimum defined nationally in the stateS/cities that receives the Union's complementation? The investigation was of a quanti-qualitative nature and of documentary nature. It was based on studies on financing education and public policies for EJA. The research revealed that the values of EJA, lower than the nationally defined minimum, occurred only in the state of Piauí, due to the lock that imposes that the modality cannot take over more than 15% of the total of the Fund. The problem occurred in the last years of Fundeb, 2017 to 2020, penalizing networks that invested significantly in the increase of EJA enrollments, disregarding local realities and denying the constitutional principles that ensure the human right to education.
