The following article discusses the implementation and the contextualization of the Porto Maravilha Operation, which was structured as a Consortium Urban Operation located in the port area of the city of Rio de Janeiro (Rio de Janeiro, Brazil), and sanctioned by a municipal law in 2009. We inserted it in a context of global movements and crises that occur in capitalism since 1970, such as the crisis of overaccumulation, and a growing financialization in this mode of production. We have also discussed how powerful is the action of this neoliberal offensive on the cities, articulated as one of the strategic planning model measures.
