the meaning of the new migration law 13.445/17 in the historical context of human mobility in Brazil

In this comment on the new Migration Act, the article seeks to contextualize in time and space, not only the trajectory of human mobility in the Brazilian society, but also its connection to the public institutions that turn migration into the subject of control, planning and politics. To this end, the text retrieves the socio-demographic, economic, legal and political mechanisms that shape the history of Brazil in terms of its treatment of population mobility, and develops an analysis of the Act in terms of its preparation, innovation and reach. The article presents an evaluation of the extent to which the new Act can become a flagship model in the management of migration, while at the same time it must solve historical internal obstacles that put in collision course social actors who need to act cooperatively.
