The right to drinking water and the water shortage risks

Based on a case study in the ABC region, water shortage risks, the need for civil defense strategies in connection with these risks, and the contradictions of the water supply interruption politics for those who can’t pay for it are the topics analyzed. The main hypothesis is that, although the shortage risk may exist in diff erent levels, it is still notan item in the agenda of the preventive proceduresof the civil defense and sanitation authorities. A second hypothesis seeks to demonstrate that the interruption of water supply procedures adopted in some water and sanitation companies should be reviewed because they contradict the basic public health concepts and principles provided by the Brazilian legislation in what concerns minimum water supply.Downloads
