This article is part of investigations in process concerning the Participatory Budgeting (OP) in Belo Horizonte, experiences developed by the research group Indisciplinar in the Pedreira Prado Lopes (PPL) favela, located in the city in question. This study investigates participatory urban planning in villages and favelas in Brazil, focusing on the PPL favela’s precursor experiences through the OP, introduced in the municipality during the democratic management of Patrus Ananias/Partido dos Trabalhadores (PT) in 1993. In order to do so, a brief historical rescue is made concerning the evolution of Brazilian urban policies and the social mobilization between 1970 and 1990 conducted by the National Movement of Urban Reform (MNRU), which was essential for the production of articles on the social function of the city and property in the current federal constitution.
