Governance model for open government data

Abstract

This research is driven by the need to understand the challenges faced by public administration in providing data aligned with the open movement, focusing on governmental open data portals. The primary objective is to propose a governance model aimed at improving the quality of data published on the web, emphasizing the delivery of government informational resources with breadth, consistency, efficiency, and transparency. The methodology was divided into two phases. In the first phase, a maturity diagnostic model was applied to the portals of the United States, Brazil, the United Kingdom, and Ireland. In the second phase, data were processed using knowledge extraction methods based on content analysis. The findings indicate that open data initiatives lack broader and more effective data policies and reveal low political commitment to executing formalized action plans, alongside limited transparency in the implementation of these actions and insufficient social engagement in their formulation. Based on these insights, the study proposes a model designed to enable governments to develop comprehensive and consistent data policies, addressing publication barriers and equipping government officials to release higher-quality data, thereby supporting the open movement and benefiting society.
