Abstract

This study proposes an evaluation methodology for health care services, which are seen as a permanent and systematic process, linked to the work itself, in order to help to define problems, measure the impact of measures taken and guide sanitary practice. We analyze the means for institutional intervention in the Unified Health System (SUS) of Belo Horizonte, known as the "Vida" project and the method of reception, inquiring whether this has contributed to improve sanitary practices among children. The guidelines for evaluation are established - financing, access, effectiveness, publicity, new work technologies and the sustainability of the project, as well as specific indicators for each of them. Both qualitative and quantitative methods are used, making it possible to integrate different methodological approaches. The changes included an increase of funding of the measures, greater access, dissemination of the work being done, the use of new technologies for change in the work process, more effectiveness in the Belo Horizonte Unified Health System, especially in child care. The work analyzes changes in the health care model and builds a methodology to evaluate other experiences.
