The editorial development plan of a journal is a strategic document that guides the creation, production, and distribution of its content, aiming to establish a standard of quality, consistency, and alignment with the target audience. It involves a detailed analysis of editorial objectives and outlines the goals and commitments of the publication. This plan not only defines the editorial line but also establishes the structure of the issues, engagement strategies, and processes for evaluation and adjustments over time.

The main objectives of the editorial development plan are to ensure that the journal meets its audience's expectations, stands out in a competitive environment, and maintains an innovative and relevant approach. Throughout its implementation, the plan aims to optimize content production, maximize communication effectiveness, and create a coherent visual and editorial identity, strengthening the institution.

Therefore, in order to meet the terms of the Scielo-Brazil recommendations 2020 and reinforce its commitment to academic excellence and the promotion of high-quality editorial practices, the Revista de Ciências do Estado (REVICE) makes public its Editorial Development Plan for the period 2024-2027.

 

1. Introduction

The Revista de Ciências do Estado (Revice) is an open-access academic journal committed to publishing high-quality research in the fields of humanities, public policies, law, and topics related to the State and governance. Revice publishes two numbers annually, one in each semester, and also features continuous publication, including exclusively unpublished works in the form of articles, essays, reviews, translations, and historical records. This Editorial Development Plan (EDP) aims to consolidate and expand the journal’s relevance in both national and international academic settings, establishing strategic guidelines for the next four years (2024-2027). These strategies are based on national guidelines set by the Fundação Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) and international standards for scientific quality. Therefore, the journal is committed to ethics, adhering to the Código de conduta e melhores práticas para a edição de revistas científicas do Comitê de Ética de Publicações (COPE), the principles of the Iniciativa de Budapest para o Acesso Aberto (BOAI), and the Berlin Declaração de Berlín sobre Acesso Aberto ao Conhecimento em Ciências e Humanidades. With this framework, we define:

  • Continue to strengthen the culture of Student-Run Journals without compromising the criteria that promote the dissemination of high-quality scientific knowledge and the rigor of peer review.
  • Foster the consolidation of an international research network in the Sciences of the State, characterized by integrity in scientific production and the pursuit of national and international impact.
  • Promote and encourage initiatives related to research, publication, and editing in the field of the Sciences of the State.

2.1 Objectives for the Revista de Ciências do Estado:

  • Consolidate Revice as an academic reference: Strengthen the journal’s reputation as a leading platform for scientific dissemination in the fields related to the Sciences of the State.
  • Expand the visibility and impact of the journal: Increase national and international visibility through indexing, partnerships, and dissemination strategies.
  • Promote diversity and inclusion: Encourage submissions from authors across different regions and academic contexts, promoting a diversity of perspectives, as well as implement measures to ensure a balanced composition in terms of gender on its editorial board and among reviewers.

3 Lines of Action:

3.1 Editorial Quality and Peer Review:

  • Review of Editorial Processes: Continuously review and improve the peer review processes, ensuring scientific rigor and efficiency.
  • Training and Capacity Building for the Editorial Team: Conduct regular training for editors, reviewers, and the editorial team to ensure an understanding of best editorial practices.
  • Invitation to International Experts: Expand the pool of reviewers by including international experts, strengthening the quality of reviews and increasing the global presence of the journal.

3.2 Expansion of Visibility and Internationalization:

  • Indexing in Relevant Databases: Pursue indexing in new national and international databases, such as Scopus, Web of Science, and other platforms relevant to the journal's fields of focus.
  • Diversity of Formats: Expand the range of publication formats by incorporating XML, HTML, and Epub document types.
  • Strategic Partnerships: Establish collaborations with scientific associations and international universities to promote special issues and co-publications.
  • Marketing and Scientific Dissemination: Implement digital marketing strategies and utilize social media to increase the visibility of published articles, including enhancing the website and participating in academic events.

3.3 Open Access Policies and Publication Ethics:

  • Strengthening Open Access: Ensure that all articles remain open access, with no costs to authors, in order to promote the democratization of knowledge.
  • Plagiarism Prevention Policy: Enhance rigorous policies for plagiarism prevention and detection by utilizing increasingly robust software, thereby promoting greater academic integrity.
  • Updating Ethical Guidelines: Periodically review the journal’s ethical guidelines, aligning them with national and international standards for scientific publishing.
  • Open Science: Responsibly move toward Open Science by adopting open, transparent, collaborative, and inclusive scientific practices, alongside making scientific knowledge more accessible and verifiable. This approach improves the efficiency of scientific endeavors, enhancing quality, reproducibility, and the impact of science, and thus its reliability.

3.4 Diversity and Inclusion:

  • Encouraging Diversity of Authors and Topics: Promote calls for articles that address issues of diversity and inclusion, encouraging submissions from researchers of different regions, backgrounds, and career stages.
  • Special Sessions and Thematic Issues: Organize special issues focusing on emerging topics of social relevance, including participation from recognized experts in the field.

4. Monitoring and Evaluation:

  • Performance Indicators: Establish indicators to monitor the impact and quality of publications, such as impact factor, citation index, number of submissions and publications per year, and other bibliometric indicators.
  • Annual Reports: Prepare annual performance reports to assess the achievement of objectives and adjust strategies as necessary.

The Editorial Development Plan of the Revista de Ciências do Estado is a strategic document that will guide the journal's actions over the next four years, aiming to consolidate its position as an academic reference in Brazil and globally.
