OURO PRETO, A ESFERA MUNICIPAL E O INSTRUMENTO DE APROXIMAÇÃO NA PRODUÇÃO DO ESPAÇO

O CONSELHO MUNICIPAL DE PRESERVAÇÃO DO PATRIMÔNIO CULTURAL E NATURAL

Abstract

The city of Ouro Preto, in Minas Gerais, is unique regarding public policies for the management of urban space, as it occupies a symbolic position in the Brazilian scenario, due to what it has offered to national cultural heritage. Accordingly, the constitutive structure of the Ouro Preto urban landscape provides a productive field for scientific and intellectual investigations and, above all, it makes the city an ideal city for the legal instruments established by the State for the preservation practices in historic sites. Among the State actions applied to the city, we find those of shared and participative responsibilities between public administration and civil society, as established by the Federal Constitution of 1988. They offer more democratic instruments for the recognition of the plural identity of Brazilian society and space creation is developed by the right and duty to citizenship. Therefore, this article focuses on an analysis of the existence of these shared and participatory practices in the production of the institutionalized heritage space in Ouro Preto, through the work of the Municipal Council for the Preservation of Cultural

and Natural Heritage - COMPATRI. As an object of investigation, the article proposes to put into practice the appreciation of dialogical behaviors in the last decade, based on the Ordinary and Extraordinary Minutes generated by the referred council, aiming on highlighting some aspects that reflect the participation of civil society in the production of the heritage space in Ouro Preto.
