Em Cidade Transatlântica: parte 1 (Transatlantic City, part 1: Conjunctural Urbanism) há uma abordagem conjuntural dos estudos urbanos, um espaço para a formulação provisória e a revisão contínua de teorias de nível médio - da cidade empreendedora ao urbanismo de austeridade e da governança e financeirização urbana: Vale a pena observar que, na ausência de casos concretos, esses conceitos argumentativos podem ser relativamente desenvolvidos, caso sejam contextualizados, pois assim ganham força, direção e propósito.Com o objetivo de operacionalizar alguns desses princípios metodológicos por meio de um estudo de caso situado em uma única cidade, esta parte do artigo retorna para Atlantic City, cidade estadunidense conhecida também como capital dos cassinos e que enfrenta dificuldades financeiras, traçando longa - e notória- história de negociações empresariais, do controle das máquinas do Partido Republicano à "experiência" com jogos de azar legalizados, introduzidos em meados da década de 1970, e posicionando a crise estrutural que precedeu o pacto dos cassinos com a crise existencial gerada após o fracasso dessa máquina de crescimento local diferenciada.Atlantic City fez uma aposta muito grande que não valeu a pena, e o desdobramento de seu modelo de urbanismo empresarial, tão elogiado, desencadeou um momento nítido de “empreendedorismo tardio”, com sua governança fiscalmente condicionada e crise política.
