Abstract

The thought regarding military recruitment to the Brazilian Army was stigmatized by the 19th century society considered as something dishonorable. This dishonor was in line with the practices that existed on this task, the main ones being forced and irregular. The military institution was destined for the least significant part of society (beggars, ex-slaves, criminals, etc.) that did not have well-defined trades or professions. Law No. 2556 of September 26, 1874, became known as the Law of the Draw established the universal draw. Any free or liberated man between 19 and 30 years of age would be at the disposal of the Army, radically altering the logic that had existed over military recruitment until then. As it is a controversial law, which affected several social actors, the parliamentary debate (Chamber and Senate) was intense in an attempt to adapt the new legislation to the wishes of all sectors involved in the issue of military recruitment.
