Abstract

This article seeks to carry out an empirical analysis of how the legislative universe in matters of public health was set up. In this sense, it is necessary to consider that health themes (which involved in practice various objects, all concerning the maintenance of the body's health, and how to make it healthier) had been gradually gaining importance over the years - especially over the years. of the 18th century –, in several European monarchies (including the Portuguese), as it was associated with ideas such as the increase in population “makes nations rich”. Conceptions that made health care synonymous with the increase of the State, in an analytical key typical of currents such as cameralism, according to which it would be up to the monarch to care for the population's health, now understood in its biological dimension. In this sense, this article intends to reflect on the following question: Can it be said (based on Brazilian legislation) that health objects were in the “targets” of Brazilian governance?
