This text aims to make a preliminary analysis of Sistema Nacional de Avaliação da Educação Básica (National System of Fundamental Education Evaluation) - SAEB, with reference to the 1995 data in a context of new capturing methodology and analytic handling of data, as suggested by INEP/MEC, final responsible for the surveying quality.
