• This article explores the local conflicts between magistrates of the Bureau of the Deceased and Absent and the governors of the captaincy of Rio de Janeiro. It centers on the dispute between Judge Manoel da Costa Mimoso and Governor Luiz Vahia Monteiro over the use of institutional funds. Monteiro intended to use these funds—allegedly with royal approval—to finance naval expeditions. Mimoso objected, claiming the governor had exceeded his authority and violated the bureau’s regulations, which prohibited such use of the treasury. The case illustrates how institutional norms often clashed with the demands of local governance, requiring authorities to adapt legal frameworks to the context of ongoing political disputes.
